Laundry on the interstate?

You see some weird stuff driving sometimes, but a dashcam video from Portland, uploaded to YouTube caught a driver with it's vehicle in the third lane of traffic with it's hazard lights on, and the driver scrambling to pick up several pieces of laundry in the middle of the road, with several cars whizzing by.

Upon watching the video, the main question to ponder is how did the clothes get there in the first place? Unfortunately, the answer to this remains a mystery.
