Shooting in Old Town by State Trooper Justified

It was an intense scene that unfolded the night of October 9, 2013 in Old Town when a 28 year old man called 9-1-1 to report he had just stabbed his girlfriend in the chest and was going to take his own life.

Young children were involved in the domestic violence incident but unharmed, and when it was all said and done, a pregnant woman was found dead and her attacker was shot dead by police.

Based on an investigation into the use of deadly force by State Police Trooper Barry Meserve, Attorney General Janet Mills has issued a statement today stating that at the time Trooper Meserve shot Christopher Ouellette, he reasonably believed the use of deadly force was necessary to try to save Ms. Haskell’s life.

In her released statement, Attorney General Mills described a scene in which Ouellette released young children from the apartment, but refused several times to surrender himself.

Police reported to investigators with the Attorney General’s Office, Ouellette told them he would not go back to jail because he knew what they did to men who killed pregnant women.

Police say Ouellette refused multiple times to allow them access to Ms. Haskell to determine her condition.

The Attorney General’s report indicates the first shot at Ouellette through a window was attempted by Old Town Police Detective Jamie Slauenwhite, but the rifle jammed, and almost immediately Trooper Meserve fired one shot and struck Ouellette in the head.
