A Lisbon man who has protested outside of the Planned Parenthood clinic on Congress Street in Portland is being sued in civil court by Maine Attorney General Janet Mills for making too much noise.

According to the Portland Press Herald and the suit filed in court, Mills is suing 26-year-old Brian Ingalls from Lisbon for breaking a state law that bans making noise directed at a medical facility. Mills alleges that Ingalls' protest could be heard from inside the clinic on the second floor of their building in downtown Portland.

Mills also says that Ingalls violated the civil rights of the patients inside the clinic seeking treatment.

Maine has a law that makes noise directed at a medical facility, with the intention of being heard inside, illegal.

“All patients have the right to receive medical services free of ‘the cacophony of political protests,’ in the words of the United States Supreme Court,” AG Mills said in a prepared release. “While protesters have every right to say anything they want in a public area in the vicinity of a medical facility, they are not permitted to disrupt another citizen’s health care services.”
